If S_CO_STU_X.StateLunchStatus is 01 (Free Lunch Eligible), then S_CO_STU_X.AtRiskStatus must have one of the following values: 11, 12, 13, 14, 15, 16, 17, 18, 19
If S_CO_STU_X.StatusLunchStatus is 02 (Reduced Lunch Eligible), then S_CO_STU_X.AtRiskStatus must have one of the following values: 21, 22, 23, 24, 25, 26
